I use the H10-13s (stereo version of the 13.4) myself. They claim to have
23 dB noise reduction. Maybe that just isn't sufficient for your
situation?
One thing I found is that full contact is needed between the ear seals and
my head. So if I am wearing sunglasses that can be an issue because
they create a small gap where the sunglasses "legs" are between the seals
and my temple. There is a noticeable difference when I wear sunglasses
V.S. not.
It is also possible that you and I just have different levels of
sensitivity to sound. I probably have at least some hearing damage from
all the rock concerts I attended through the years ;).

As a matter of fact, I also own a Moyes Dragonfly with a Rotax 582 (fully
open) and you should never use a ANR in such an environment ! It makes
matter worse !
I use a setup from an English guy. It consists of a fully enclosed helmet
and some very clever electronics but no ANR . It is expensive but worthwhile
for me !
