There should not be any extra liability. An aircraft is either airworthy
or it isn't. If it isn't then the A&P would not sign it off (until work
was done to correct the problems). You don't want to fly an unsafe
aircraft anyway so if there are safety issues found by the inspection you
want to fix them.
Contact your local EAA chapter and ask for a referral to an A&P who is
willing to do the inspection ... and preferably help with any work needed
to make it airworthy.

My mechanic's reasoning (as he explained to me)is there are many areas of construction with unknown quality that may not be possible to see or inspect (if constructed by an amateur builder). By signing off a condition inspection he would be asserting that EVERYTHING done to build the aircraft was proper and according to instructions. His main business is maintenance on certified aircraft built by companies with a lot at stake and consistent quality control. I can fully understand his reasoning. There is probably not enough volume or income involved in doing condition inspections on homebuilts to justify the risk.

Find another mechanic. Some just look at the aircraft as it appears, and if everything looks like it is fastened or attached properly with the correct hardware or equipment, then your good to go.
